not ignoring messages without message-id?

can hypermail _not_ ignore messages that do not have Message-ID header?
some mailbox archives strip these headers. for example, see:

  http://lists.ximian.com/archives/public/mono-list/2002-August.txt

and also most of time time hypermail ignores several messages in my mbox
files due to this.
