I've checked in code to put messages in subdirectories by date or by
message number. These are the new options involved:
folder_by_date
msgsperfolder
latest_folder
describe_folder
avoid_top_indices
It's moderately well tested, but there are probably a few bugs left,
and some need to make the appearence nicer.
I've also reorganized hmrc.html.
