I converted all uppercase HTML tags to lowercase in the main
hypermail /src base (/configs and /tests also got an overhaul). I don't
see any pressing need to do the same with the /docs (yet).
I also did not touch anything that was in the /contrib directory.
The contributors can do that themselves (I personally hate touching that
stuff unless specifically told by the respective contributor).
All changes have been committed now.
