Here's another TZ question...
Background:
the stuff runs on a SCO Unix box whose owner insists runs EST
I am the user who has the HM process run. I have my account set for UTC
I have HM running TZ too.
On a HM index page, the messages are shown in the correct UTC as is the
"generated by" time at the bottom of the page
The start / end times are displayed as being in UTC but are 5 hours
behind (so in EST)
