Are you _sure_ you're running the right version of hypermail? You're not
picking up an old version already installed on your system?
I've just pulled a fresh copy of 2a23 from the FTP server, run configure
and make and get the correct behaviour (messages with missing/duplicate
msgids discarded by default, not discarded when I change the variables in
the config file).
