Thanks for your concern.
CSS won't be activated by default. You have to do so yourself thru the
.hmrc file or the options file. I trust that people who activate this
option won't give a URL that doesn't point to anywhere.
Later, I'll give some pointers on how we have setup our Apache servers to take
into account broken CSS implementations.

Like I said, if someone wants to use this option, they'll have to make sure
they have a .css to link to :)

Your assumption is right.
Don't worry, I'd never have proposed such a change if it would have
fragilized the code or hampered the use of hypermail even if you didn't
want to use it.
